This is one of those things I believe you know in your heart for yourself. I do art, I trusted myself, I had cut my hair before, I dye my own hair regularly, I looked up a tutorial and I just went for it (you don't have to be familiar working with your hair to not fail, many people are just fine trimming their own bangs, my mother for example). But I am the cautious type, I knew I wasn't gonna cut off too much. Confidence is key here. The fringe can smell you wavering.
My sister is not the cautious type. She went into it very, "whatever it's gonna be fine". Watched a couple tik toks and then wung it. And then started panicking halfway through. If this is you, just go find a hair dresser that does $15 bang trims and save yourself the trauma.
The last thing I would consider is, is this fringe a long term thing for you? My mom started off not cutting her own bangs, but they are permanent now so she learned how to to avoid going to the hair dresser all the time. Now tho she is more bougie and has free time and goes to them every time.
Additionally, identify where you are on the sliding scale of "eh I look dumb now but it's fine I'm cool, it will fix in a few months, I'll just wear clips" to "oh no my hair is fucked and so is my will to live, I cannot look in mirrors again".
Anyways, I know this might not be a super helpful tiebreaker but I feel like it depends on you. We all have those friends that we would totally encourage to do it themselves and those friends who we know should not. You gotta be your own friend here, you know which one you are.
