I'm in the same boat, in my 20s and just moved to a new place. I was looking on line for drawing groups and I found a figure drawing workshop run by an artist in her home studio. I'm usually a really shy person, but I had a fantastic time because I was surrounded by people who were similar enough to me that we showed up to this workshop. Figure drawing might not be your thing, but I'm certain there's a group doing a hobby that you like. Try one out and if you don't click with the people try another one.

a coffee shop, running club, pottery class, karaoke night etc. Whatever thing ur into. Go to places where you can do that thing regularly. Eventally and usually pretty organically you will begin to make friends with people. People who you probably have alot in common with because you already have a shared interest. Yay! I moved to a new state about a year ago knowing no one. I joined an improv class and now I have a whole network of people that I never expected to know. From that network you'll meet other people and so and so on.

Depending on where you live, some community gathering places offer life drawing classes. One of the leather shops in my city has started doing life drawing classes. Ask around, search around!

Please give yourself the chance to do a workshop somewhere in your town. It can be about something new you've been wanting to learn, something that helps you flesh out your current hobby... anything goes. I entered a graphic storytelling + risograph printing workshop last year with my best friend and we had a blast. We registered for their next one, which involved learning linocut on top of illustration and riso, and now I have two zines that came to life out of nowhere! Might not be budget friendly for some, but I think it's worth every cent. You meet new people, get out of your comfort zone, leave your house and learn something new. And it's even better when you get to share it with someone special :) Do a workshop, man. Investing in your interests will always gratifying.
